He rose through the ranks of the Border Patrol by virtue of his extraordinary leadership and his bravery, integrity, and decency.

The outgoing chief's tenure witnessed several significant migration events, including the dramatic surges in Del Rio and Eagle Pass, Texas. In a recent Fox News interview, Owens reflected on these unprecedented challenges:

I hadn't seen anything like that. And it's that was as bad as I had seen it in my entire career. And at every moment, the men and women are trying to find a way to take care of that so they could get back out there on patrol and keep the bad actors from coming in.
