Trump Administration Halts Nearly Complete Wind Farm

 August 23, 2025, NEWS

The construction of a major offshore wind farm, Revolution Wind, near Rhode Island has been stopped by the Trump administration. This decision is part of a larger pattern of prioritizing fossil fuels over renewable energy projects despite the pressing need for alternative energy sources to address climate change.

According to ABC News, the Bureau of Ocean Energy Management halted the nearly completed Revolution Wind project's construction due to unspecified national security concerns.

The halt has arrived as Revolution Wind, developed by Danish company Orsted, had made substantial progress with 45 out of 65 turbines already installed. The project, slated to be operational next year, was intended to provide power for over 350,000 homes in Rhode Island and Connecticut. Despite the project's progression and extensive reviews, the stop-work order underscores the administration's focus on traditional energy methods.

Regional Leaders Oppose Construction Halt

Rhode Island Governor Dan McKee and his Connecticut counterpart, Governor Ned Lamont, have expressed their disagreement with the federal decision and announced plans to challenge it. The governors are seeking to reverse this setback for renewable energy in their states. Connecticut’s Senator Richard Blumenthal also voiced his disapproval and pledged to combat what he describes as an 'illogical' decision.

Senator Blumenthal remarked on the project’s halted progress, emphasizing the employment opportunities it supported. He voiced strong opposition against the administration’s decision, arguing it undermines critical energy infrastructure.

This arbitrary decision defies all logic and reason — Revolution Wind’s project was already well underway and employed hundreds of skilled tradesmen and women. This is a major setback for a critical project in Connecticut, and I will fight it.

Despite this support from regional leaders, the administration’s focus remains on fossil fuel projects, which has raised concerns among environmental advocates focused on climate initiatives.

Environmental Group Supports Federal Action

While many oppose the decision, the nonprofit group Green Oceans supports the stop-work order for reportedly environmental reasons. They have thanked the federal government for taking action that they believe conserves the marine ecosystem off the coasts of Rhode Island and Massachusetts. Conversely, the Natural Resources Defense Council criticizes the administration's energy policies as undermining the advancement of cleaner energy technologies.

Kit Kennedy from the Natural Resources Defense Council highlighted their stance against the administration’s energy policies. Their perspective aligns with broader environmental advocacy for solar and wind expansion. Despite these projects' potential benefits, the stance has not changed under the current administration's energy strategy focus.

The Trump administration previously halted another offshore wind project, Empire Wind, off the coast of New York. These actions mirror a broader trend of promoting fossil fuel projects rather than investing in wind and solar energy developments.

Orsted Weighing Legal Action

In light of the recent halt, Orsted is assessing the financial impact and considering legal proceedings. The company had invested heavily in the Revolution Wind project and has faced significant challenges due to the unexpected stoppage. This project was crucial to achieving energy targets in densely populated regions with limited space for new energy infrastructure.

Governor McKee commented on the setback, stating that he, alongside Governor Lamont, will explore all options to resume the wind farm's construction. This insistence aligns with their continued push for renewable energy progression, despite federal roadblocks.

Rhode Island Gov. Dan McKee stated that he and Connecticut Gov. Ned Lamont “will pursue every avenue to reverse the decision to halt work on Revolution Wind.”

The significance of wind power in the U.S.'s energy landscape is notable, contributing around 10% to its electric generation. The Revolution Wind project is not only a key part of renewable energy goals but is also tied to employment and economic stakes in the affected states.

In summary, the Trump administration's halt of the Revolution Wind project near Rhode Island due to undisclosed national security concerns has sparked backlash from local leaders. This decision aligns with a broader tendency to favor fossil fuels, drawing criticism from proponents of renewable energy. As Orsted evaluates possible legal avenues, the future of the Revolution Wind project remains uncertain amid political and environmental controversies.
