Secretary of State Marco Rubio has enacted substantial cuts to U.S. international aid.
According to Breitbart, Marco Rubio announced a dramatic 83% cut to USAID programs, reevaluating U.S. spending overseas.
The move, revealed on Monday, forms part of an aggressive policy under the Trump administration to cleanse what they have termed the 'deep state' influences within federal agencies.
Marco Rubio, the Secretary of State, justified the severe cuts by criticizing the mismanagement of funds. According to him, the canceled programs opposed the fundamental national interests of the United States.
He emphasized that the decision follows a detailed six-week review, which led to the conclusion that these programs were wastefully using taxpayer dollars, without benefiting U.S. interests, and in some cases actively undermining them.
Reducing the programs will, consequently, lead to a significant reduction in USAID staffing. Initially, officials planned to cut 2,000 jobs; however, they have now scaled that number down to 1,600 roles.
Meanwhile, Marco Rubio stated that the State Department, with input from Congress, will directly manage around 1,000 programs more meticulously. This approach, therefore, aims to ensure that future endeavors align more closely with U.S. priorities.
In 2023, USAID was responsible for distributing $72 billion in aid globally, reflecting the extensive reach and impact of its initiatives. The agency has been notably active in Mexico, where since 2008, over $3 billion has been funneled to fight drug cartels. Despite this substantial investment, reports suggest that the power of these cartels has only grown stronger, casting doubt on the effectiveness of these interventions.
Secretary of State Marco Rubio commented on the restructuring, saying, "After a 6-week review, we are officially cancelling 83% of the programs at USAID. The 5200 contracts that are now canceled spent tens of billions of dollars in ways that did not serve, (and in some cases even harmed), the core national interests of the United States."
Critics, like RFK Jr., assert that USAID has become too entwined with military and industrial interests, deviating from its original humanitarian missions.
Rubio's plan includes a more stringent oversight regime for the remaining USAID activities. The government intends these selected programs to adhere more strictly to U.S. strategic interests and scrutinizes them more closely to ensure efficacy and alignment with national values. This restructuring represents one of the largest scale backs in the agency’s history and highlights a significant shift in how the U.S. government plans to handle foreign aid in the future.
Secretary of State Marco Rubio also expressed gratitude to the Department of Oversight and Government Ethics (DOGE) and his team: "Thank you to DOGE and our hardworking staff who worked very long hours to achieve this overdue and historic reform."
