Gabbard Announces Major Restructuring of ODNI

Tulsi Gabbard, Director of National Intelligence, has unveiled sweeping changes to the Office of the Director of National Intelligence (ODNI) that will significantly impact its workforce and structure.

"ODNI 2.0" seeks to enhance efficiencies, reduce the workforce by up to 40%, and streamline the community's focus on core functions, ultimately saving taxpayers approximately $700 million, New York Post reported.

The restructuring includes a major reduction in the workforce, with plans to scale down from over 1,800 employees to approximately 1,300 in the upcoming weeks. This substantial decrease is a cornerstone of Gabbard’s vision to eliminate inefficiencies within the organization. Additionally, several offices will be closed as they are considered to have contributed to "politicized" intelligence flows.

Political Influence and Closed Offices

Among the offices set for closure are the Foreign Malign Influence Center, the National Counterproliferation and Biosecurity Center, and the Cyber Threat Intelligence Integration Center. The core responsibilities of these offices will be transferred to the Mission Integration office or the National Intelligence Council. This move is part of a strategic reframing of the ODNI to ensure a more focused and mission-driven intelligence effort.

The consolidation comes in coordination with Secretary of Defense Pete Hegseth, who aims to integrate the National Intelligence University into the National Defense University. These changes are expected to bolster educational gateways and align with the administration's broader strategy for efficiency.

Director Gabbard criticized the current state of the ODNI, pointing to issues such as unauthorized leaks and politicization of the intelligence apparatus. It is a bold attempt to re-establish trust and credibility with the public and streamline efforts in providing reliable intelligence.

Emphasizing Core Mission and Accountability

Gabbard articulated the need for significant shifts within the ODNI and the broader Intelligence Community to uphold their duty to the American public. Her remarks were explicit in their criticism, focusing on the pressing need to “end the weaponization of intelligence” and maintain a strict adherence to truth and accountability. These steps are seen as necessary to rebuild public trust in intelligence services.

Tulsi Gabbard remarked, “Over the last 20 years, ODNI has become bloated and inefficient, and the intelligence community is rife with abuse of power, unauthorized leaks of classified intelligence, and politicized weaponization of intelligence.” Ending the weaponization of intelligence and holding bad actors accountable are essential to begin to earn the American people’s trust which has long been eroded.

The overarching initiative known as "ODNI 2.0" corresponds with President Donald Trump’s governmental efficiency mandates. The White House hopes that these executive moves will foster a climate of transparency and reinforce the foundational goals of the intelligence sector.

Collaboration and Structural Integration

An allied effort with defense officials, specifically with Secretary of Defense Pete Hegseth, was conveyed through joint memos that hailed the collaborative effort. This integration seamlessly dovetails with the broader governmental efficiency campaign, aiming to enhance the educational spectrum provided by intelligence institutions.

In a notable development, this announcement comes in the wake of 37 current and former intelligence professionals having their security.
