The Trump White House has declassified intelligence files revealing the FBI ran a covert operation code-named "Round River" to retroactively label corruption allegations against the Biden family as Russian disinformation, while tagging Republican lawmakers, Cabinet officials, and even Fox News as propaganda "conduits."
The Office of the Director of National Intelligence produced the operational summary and an accompanying six-page spreadsheet, both released Wednesday by the White House Government Transparency Task Force. Together, the documents describe how a team of FBI analysts inside the bureau's Foreign Influence Task Force on Russia quietly assembled every piece of derogatory intelligence that confidential human sources had reported about Joe Biden, Hunter Biden, and the Ukrainian energy firm Burisma Holdings, then stamped it all as tainted by Moscow.
The operation did not find the allegations false. It simply declined to verify them, and then used that lack of corroboration to flag the intelligence as suspect. As the ODNI summary states plainly: "The Round River team did not corroborate any of the allegations of the 'Ukraine narrative.'" Not disproving a claim and not bothering to confirm it are two very different things, and the declassified record makes clear which path the FBI chose.
FBI Director Kash Patel, in a letter to the White House Government Transparency Task Force, disclosed the scope of the operation. At least 14 confidential human sources had been providing "derogatory information on Joe Biden" to U.S. intelligence agencies, some dating back to 2015. In all, Round River identified 53 sources whose reporting touched the so-called Ukraine narrative.
Rather than pursue leads, the FBI's analyst team, which held administrative access to every piece of reporting, drafted intelligence products that were retroactively inserted into each source's file. The purpose, per the ODNI summary: to make the reporting appear as though it "was deemed Russian disinformation."
Patel described the arrangement bluntly:
"At my direction, this FBI will take the unprecedented step of providing [the White House Government Transparency Task Force] with the source reporting from all 53 sources so you can finally see the facts."
He added that the bureau "remain[s] concerned that defensive briefings to Congress may have been overly focused on just Biden and Ukraine rather than the balanced picture of all foreign threats." Patel said he immediately disbanded the Foreign Influence Task Force upon becoming FBI director and launched an internal investigation into its past work on Round River.
The pattern fits a broader record of FBI operations that shielded politically sensitive subjects from scrutiny rather than pursuing the evidence wherever it led.
The six-page spreadsheet may be the most revealing piece of the release. It lists 76 subjects of interest, divided into two categories: "conduits" and "targets" of Russian disinformation. The classification scheme reads less like a counterintelligence product and more like a political scorecard.
On the "conduit" side, meaning people the FBI deemed to be circulating Russian propaganda, the spreadsheet names Rudy Giuliani, Fox News, then-Attorney General Bill Barr, then-Secretary of State Mike Pompeo, Sens. Chuck Grassley and Ron Johnson, Sen. Lindsey Graham, and Reps. Jim Jordan and Devin Nunes. Every one of them was either investigating Biden family finances or publicly raising questions about them.
On the "target" side, people the FBI considered victims of Russian disinformation, the spreadsheet lists Joe Biden, Hunter Biden, Hillary Clinton, Barack Obama, George Soros, and associated foundations. Just The News reported that the operation effectively shielded the Biden family during the 2020 election cycle while undermining legitimate investigations by senior Cabinet officials and Republican lawmakers.
Put differently: the FBI classified the people asking questions as threats and the people under scrutiny as victims, then used that framework to justify shutting down the questions.
The declassified files confirm what Grassley and Johnson long suspected. In 2020, while both senators were conducting oversight of Biden family ties to Burisma, the FBI gave them an unsolicited defensive briefing, ostensibly to warn them that their investigation might be compromised by Russian influence.
The senators did not buy it. In a letter to the Justice Department's inspector general, they wrote that the briefing "was done because of political pressure from Democratic Leadership, not because of any real threat." They called the unsolicited FBI meetings "a political trap."
The ODNI slide deck backs up their suspicion. Round River investigators gave defensive briefings to "any Congressional member who obtained reporting related to any aspect of the 'Ukraine narrative.'" The effect was to cast a shadow over every lawmaker who touched the Biden-Burisma file, not by refuting their evidence, but by implying they had been manipulated by Moscow.
It is worth noting that declassified FBI files in other cases have shown a similar pattern of the Justice Department blocking or narrowing investigations that carried political implications.
Three specific informant files were highlighted in the ODNI summary as examples of intelligence that Round River retroactively flagged. The content of those files is striking, not because it proves corruption, but because it describes the kind of leads any serious investigative agency would normally run down.
One informant file, quoted in the ODNI summary, stated: "Joe Biden and his son, Hunter Biden, have money invested into Burisma. Their investment was passed through a shelf company in Latvia." Another confidential source reported that a Russian intelligence officer described Ukrainian businessman Mykola Zlochevsky, the founder of Burisma, as "using his relationship with Hunter Biden to get closer to the Americans."
That same Russian agent reportedly referred to the Zlochevsky-Hunter Biden relationship as "a long-term operation/long penetration." The ODNI summary also noted that Zlochevsky faced investigations into his business practices and "actively looked for ways to make scrutiny go away, including through bribes."
Hunter Biden sat on Burisma's board and collected roughly $1 million per year from the company. House oversight committee investigators later found that he routed money through a network of shell companies during his time working for overseas interests. The Biden family's financial entanglements have continued to generate legal and political controversy.
None of this means the allegations were proven. But the FBI's response was not to investigate and reach a conclusion. It was to label the intelligence as disinformation and move on, a decision that looks less like counterintelligence tradecraft and more like political risk management.
The Round River operation launched around December 2019, during the first Trump impeachment proceedings, the same period when Democrats accused Trump of pressuring Ukraine to investigate Biden. The timing raises an obvious question: did the FBI create Round River to protect a political narrative, or to fulfill a legitimate counterintelligence mission?
The declassified record does not answer that question directly. But it fits neatly alongside what Special Counsel John Durham found when he investigated the origins of Crossfire Hurricane, the FBI's earlier probe into alleged Trump-Russia collusion. Durham concluded:
"The speed and manner in which the FBI opened and investigated Crossfire Hurricane during the presidential election season [was] based on raw, unanalyzed, and uncorroborated intelligence."
Even a Biden-era Justice Department report confirmed there was no probable cause to have mounted the Crossfire Hurricane investigation. The FBI's own institutional history, in other words, already includes a documented case of the bureau launching a politically charged investigation on thin evidence, and now the declassified files suggest it ran a separate operation to suppress evidence pointing in the opposite political direction.
The bureau's track record of opening politically freighted investigations on shaky grounds is no longer a matter of partisan accusation. It is a matter of declassified record.
Patel's letter commits the FBI to providing all 53 source files to the White House Government Transparency Task Force. He stated that the bureau is investigating whether the Foreign Influence Task Force "used information learned from the Round River assessment to undermine or influence ongoing investigations by only focusing on the subset of CHS's involving the Bidens."
Several questions remain unanswered. Who specifically authorized Round River within the FBI? Did the analyst team determine that any of the informant allegations were false, or only that they could not be corroborated? And what happened, if anything, after Grassley and Johnson flagged the 2020 defensive briefing to the DOJ inspector general?
The declassified documents do not name the officials who stood up the operation. They do not explain why the FBI chose to alter source files after the fact rather than investigate the underlying claims. And they do not account for how an agency with 14 informants reporting on Biden family corruption managed to produce zero follow-up investigations while simultaneously labeling anyone who pursued the leads as a Russian stooge.
Hunter Biden's ongoing public controversies, from his media appearances to his legal battles, continue to keep the Biden family's conduct in the spotlight. But the deeper problem exposed by Round River is not about one family. It is about an agency that decided which allegations deserved investigation based on who they might embarrass.
An FBI that picks winners and losers before it examines the evidence is not protecting the country from foreign influence. It is exercising its own.
