Consultancy contract reforms under DOGE impact Deloitte significantly

 April 3, 2025

Elon Musk's ambitious contract elimination initiative through the Department of Government Efficiency has sent shockwaves through the consulting industry.

According to Fortune, DOGE has terminated or modified 124 Deloitte contracts since January 20, claiming taxpayer savings of $371.8 million from these cancellations.

The terminations represent a significant blow to Deloitte, whose eliminated contracts were valued at over $1.16 billion, with the largest single contract worth $51 million for IT services at the Department of Health and Human Services. The consulting giant's contract cuts more than double those of other major firms, with Booz Allen Hamilton losing 61 contracts and Accenture seeing 30 contracts eliminated.

Massive government spending overhaul unfolds

The General Services Administration has demanded that major consultancies identify areas for price reduction and eliminate non-essential contracts. This directive comes with strict deadlines, requiring companies to submit detailed "scorecards" with specific dollar amounts for potential cuts.

Bank of America analysts have challenged DOGE's claimed $140 billion in total savings, suggesting the advisory group has inflated values and included naturally expired contracts in their calculations. Some contracts listed on DOGE's "Wall of Receipts" either ended before Trump's term or reached their natural conclusion.

GSA Commissioner Josh Gruenbaum emphasized the administration's commitment to private industry while prioritizing fiscal responsibility. The government's massive contract spending, which reached $759 billion in fiscal 2023, underscores the scale of this initiative.

Economic ripples affect major consultancies

Accenture's Federal Services division, contributing 8% of its global revenue, has already reported significant losses from DOGE's actions. The company's stock dropped over 7% following CEO Julie Spellman Sweet's announcement of slowing procurement actions.

Oracle faced $580 million in Defense Department cuts, while Booz Allen Hamilton, deriving 98% of its revenue from government contracts, faces particular vulnerability to continued reductions. The Defense Department, responsible for over half of all government contract values, has remained relatively insulated from DOGE's reviews.

Wells Fargo analyst Matthew Akers warns that defense industry contractors face potential material impacts from contract recompetitions and budget cuts. The situation creates uncertainty throughout the private sector.

Industry adaptation and market uncertainty

Companies affected by the cuts face difficult decisions regarding workforce reorganization and potential layoffs. The widespread contract terminations have created a cautious business environment, with firms adopting a wait-and-see approach.

Economics professor Abigail Blanco offered the following perspective:

The way that we get economic growth is when people are doing things, and they're trying stuff, and they're expanding their businesses. But adopting this wait-and-see kind of approach, it's stagnant.

This defensive posture, while potentially stabilizing in the short term, could hinder innovation and expansion across affected sectors.

Government efficiency drive reshapes consulting landscape

DOGE's sweeping contract elimination campaign has particularly impacted Deloitte, resulting in the termination of 124 consulting agreements worth over $1.16 billion since January 20. The initiative, spearheaded by Elon Musk's advisory group, claims to have saved taxpayers $371.8 million through these specific cancellations, though some savings figures have been disputed by financial analysts.
