President Donald Trump has embarked on a controversial initiative to house migrants at Guantánamo Bay.

During his second week in office, President Trump initiated a significant policy to establish a facility at Guantánamo Bay designed to detain up to 30,000 migrants. This directive aimed at enhancing the security measures surrounding illegal immigration. However, the actual utilization of this plan has encountered significant problems.
U.S. Southern Command has identified numerous logistical and standard non-compliance issues. Notably, none of the 195 tents erected at the facility have yet been used to house migrants. This is primarily because the tents fail to meet the stringent standards set by the U.S. Immigration and Customs Enforcement (ICE), making them unsuitable for detaining individuals.
As of the most recent updates, Guantánamo Bay has only housed a fraction of its proposed capacity. Currently, only twenty detainees are held at the facility. Sixteen of these are kept in Camp 6, a high-security area, while four others reside in a backup facility.
The logistics of transporting migrants to Guantánamo also pose significant fiscal and operational challenges. Since the cessation of U.S. military aircraft usage on March 1, ICE-chartered aircraft have carried on with the transportation duties. These aircraft, however, come with a high operational cost. For instance, a C-17 military transport aircraft costs approximately $28,500 per hour to operate, while an ICE-chartered plane costs about $8,500 per hour.
The Defense and Homeland Security departments have yet to fully address the criteria for determining the threat level of migrants detained at Guantánamo. This lack of transparency has led to further scrutiny and questions regarding the process and the designation of migrants as high-threat.
According to Defense Secretary Pete Hegseth, the operations have been challenging but necessary. "We have had groups with more than that," he stated, referring to the intake of detainees on flights exceeding the numbers recorded.
With only a small number of detainees and underused facilities, critics have questioned the sustainability and efficacy of Trump’s approach to migrant detention at Guantánamo Bay. The initial order indicated protection against "the worst criminal aliens," a term used by President Trump to describe the detainees.
Despite these intentions, the reality shows a stark discrepancy between the goals and the current status of the detention facility. Maj. Gen. Phil Ryan, involved in the operation, has been working to rectify the situation but faces an uphill battle. Each transported migrant is accompanied by a dedicated ICE officer and a medical team to ensure safety and compliance during flights.
Last month, in an exclusive interview on February 25 with Laura Ingraham, officials highlighted the arrival of a C-130 aircraft carrying nine high-value detainees. Authorities brought these individuals from various countries and later returned them to the U.S. the following day for undisclosed reasons by DHS or ICE.
Maj. Gen. Phil Ryan further explained the staffing and security measures involved with these operations: "There is at least one ICE officer for each migrant, as well as a medical team on board." This statement underscores the complexity and resource-intensive nature of the current migrant transportation strategy.
The difficulties in executing President Trump’s directive not only highlight the challenges of managing such a detention facility but also raise broader questions about the strategies and resources allocated for immigration enforcement and national security.
