Rob Cohen, a whistleblower from the U.S. Agency for International Development (USAID), has raised alarms over inefficient practices within the agency.
According to the Daily Caller, His revelations have prompted an extensive restructuring plan led by the Trump administration and Elon Musk.
Cohen aired his concerns on a Fox News program, criticizing the agency for its ineffectiveness and financial wastefulness. He pointed out that these issues are prevalent not only in USAID but potentially across various federal bodies.
Following Cohen's accusations, the government responded immediately. President Donald Trump and Elon Musk, from the newly formed Department of Government Efficiency, discussed restructuring the agency under the oversight of Secretary of State Marco Rubio during an X discussion space.

Rob Cohen shared his experiences during his tenure as the acting deputy chief of staff of the Global Health Bureau during the COVID pandemic. He observed a significant lack of efficiency and an arrogant attitude among career bureaucrats:
> That’s exactly right. So I was elevated to be the Acting Deputy Chief of the Global Health Bureau during COVID, and I immediately observed incredible delay and arrogance on the part of career bureaucrats who I fought and frankly cleaned up their mess. Instead of being appreciative that we avoided embarrassment, I was retaliated against. I had to sue them under the Whistleblower Protection Act, then they proceeded to botch 10 times more money.
The restructuring plan, however, does not come without opposition. Democrats have contested the legality of the restructuring, especially questioning the involvement of Elon Musk, a private tech mogul. On the other hand, Republican Senator Josh Hawley supports the idea and has advocated for similar changes within other governmental agencies, like the Internal Revenue Service.
Cohen acknowledged the essential role of USAID in global health and humanitarian efforts. He emphasized the impact of USAID's programs, such as preventing millions of children from contracting HIV through maternal transmission.
According to Cohen:
Well, I have to say this — I want to be careful that this is a classic case where we want to avoid throwing the baby out with the bathwater. USAID does save babies. That said, it does. Studies show that up to seven million children have been prevented from being born with HIV by giving drugs to HIV-positive mothers while they’re giving childbirth. That’s a wonderful thing.
Despite its achievements, Cohen criticizes the entrenched bureaucracy within USAID, which has grown over six decades with insufficient oversight. Using the example of former assistant administrator Atul Gawande, Cohen suggests that it is possible to streamline operations effectively without compromising key programs.
