In a strategic move to bolster the American electric vehicle industry, the Biden-Harris administration provided a $395,000 subsidy to BYD Americas, a subsidiary of a Chinese company, through the Clean School Bus program in October 2022.

This subsidy is part of a broader push by the administration which claims to strengthen American manufacturing and counteract Chinese economic dominance.

However, this transaction has drawn attention due to the subsequent political contributions made by Ke Li, president of BYD Americas. In late 2023, she donated tens of thousands of dollars to what was initially the Biden reelection campaign. After President Biden withdrew from the 2024 presidential race in July 2024, these funds were redirected to Vice President Kamala Harris’s campaign.

The revelations have emerged amidst growing concerns over the influence of Chinese businesses in the American political and economic landscape. BYD's involvement in China’s expansive Belt and Road Initiative, and its financial ties to the Chinese government, compound these concerns.

Donation Details and Their Timing

Ke Li’s donations include $33,400 to the Biden Victory Fund, which has since been renamed the Harris Victory Fund. She also contributed $3,300 to the campaign funds on two separate occasions following the subsidy award.

The timing of these contributions has raised eyebrows, especially as Ke Li has a history of donating to Democratic politicians. Notably, she had previously contributed to California Governor Gavin Newsom, who had awarded BYD a substantial contract during the COVID-19 pandemic.

Such patterns suggest a potential link between BYD Americas’ political contributions and the receipt of lucrative contracts or subsidies. Critics argue this raises questions about the integrity of such transactions.

Scrutiny of Funds Amidst Educational Concerns

This financial connectivity between BYD Americas and Democratic administrations comes at a time when the U.S. education system faces significant challenges. According to a commentator, "The Biden-Harris administration spent hundreds of millions of dollars showering BYD Americas and other electric vehicle companies with cash to produce electric school buses while American public schools continued to produce subpar academic outcomes."

Such criticism highlights the debate over governmental priorities and the allocation of taxpayer money, especially in critical sectors like education. BYD Americas and similar firms receiving governmental funds have also engaged in substantial political donations, predominantly to Democratic campaigns.

Investigations and Future Outlook

The U.S. Congress initiated a probe on September 11, 2024, into BYD and other Chinese automakers over potential espionage concerns. This investigation reflects ongoing apprehensions about the security implications of foreign companies embedded within American infrastructure projects. BYD's response to these accusations has not been immediately available, nor has there been a comment from the Harris campaign regarding the donations.
