The Senate Committee outlined several critical failures in operational strategy by the Secret Service contributing to the July incident's gravity, Fox News reported.
The Senate Committee on Homeland Security and Government Affairs issued a preliminary report critiquing the Secret Service's execution and plans surrounding the July 13 event in Butler, Pennsylvania. The assessment painted a disturbing picture of inadequate preparation against potential threats, particularly poor management of drone technology and ineffective communication systems.
Significant lapses included the Secret Service's decision to rebuff requests for additional surveillance resources made by agents in charge of the safety at the event. Furthermore, a less experienced agent tasked with drone operation resorted to calling a toll-free technical support line amidst the crisis, following merely an hour of informal drone operation training.
This episode was just one of a series of dubious execution decisions flagged by officials. Counter-unmanned aircraft systems (C-UAS) designated to safeguard the rally were found inoperative, and the protocols stipulating the roles and responsibilities of agents were unclear, contributing significantly to the chaos.
During the incident, a counter-sniper noticed law enforcement converging on a suspicious individual but did not engage in the protocol to evacuate Trump, an oversight that pointed to the broader communication breakdown.
The attacker, identified as Thomas Crooks, managed to gain access to a strategically crucial but unsecured location. He positioned himself atop the AGR building across from where the rally was being held, unnoticed by the security detail until it was nearly too late.
Acting Director Ronald Rowe acknowledged the communication pitfalls that hindered a quick reaction to the unfolding threat. Efforts to rectify these gaps have been initiated, with Rowe emphasizing the ongoing adjustments to their protective strategies responding to dynamic threat environments.
"The weight of our mission is not lost on us and in this hyperdynamic threat environment, the U.S. Secret Service cannot fail. Many of the insights gained from the Senate report align with the findings from our mission assurance review and are essential to ensuring that what happened on July 13 never happens again," stated U.S. Secret Service Chief of Communications Anthony Guglielmi.
The second attempt on Trump's life occurred on September 15 near the Trump International Golf Club in Florida—a stark reminder of the persistent threats that former presidents face.
These incidents collectively prompted the Senate Committee investigation which began just two days after the Pennsylvania attack, with subsequent discussions and evaluations headed by Acting Director Ronald L. Rowe staged throughout the following months.
"While seeing officers with their guns drawn ‘elevated’ the threat level, the thought to notify someone to get Trump off the stage ‘did not cross [his] mind,’" lamented a Secret Service counter-sniper, highlighting the serious lapses in situational awareness and response protocols.
