The Biden administration has halted a key immigration initiative designed to manage migration from several Latin American countries.
According to Fox News, the program was suspended after officials uncovered significant fraudulent activities in sponsor applications.
The CHNV parole initiative, launched in October 2022 for Venezuelans and later expanded in January 2023 to include Cubans, Haitians, and Nicaraguans, allowed 30,000 migrants every month to legally enter the United States with sponsorship. This temporary pause follows the detection of misuse involving social security numbers and other personal data, prompting an extensive review.
The misuse of application details included duplicates in social security numbers, addresses, and phone numbers—red flags that emerged after serial sponsors submitted over 100,000 applications. Some submissions exploited the personal data of deceased persons, adding a complex layer of deceit in the process.
The Department of Homeland Security (DHS) found that, overwhelmingly, the integrity issues originated from the sponsors' side rather than the migrants. To tackle the fraudulent practices, officials suspended the issuing of travel authorizations—first for Venezuelans on July 6, and then for the other three nationalities on July 18. A DHS spokesperson stated that robust measures are in place to detect such fraud and that responsible parties face investigation or prosecution wherever fraud is identified.
DHS spokesperson expressed, "DHS has review mechanisms in place to detect and prevent fraud and abuse in our immigration processes... Where fraud is identified, U.S. Immigration and Customs Enforcement (ICE) will investigate and litigate applicable cases in immigration court and make criminal referrals to the Department of Justice."
The initial praise for the concept of sponsorship came as a way to lower irregular migration flows, and other nations facing similar issues considered it a model. However, the emergence of this fraud has sparked criticism, especially from Republican circles, who argue that the program oversteps legal authorities.
Earlier this year, the court dismissed a lawsuit questioning the legality of the CHNV parole program. However, states opposing the initiative have signaled their intentions to appeal.
