The resolution filed by Roy calls on Vice President Kamala Harris to convene the Cabinet and consider invoking Section 4 of the 25th Amendment.
This section allows the Vice President, along with a majority of the principal officers of the executive departments, to declare the President unable to perform the duties of the office.
According to Roy, there has been an increasing concern over President Biden acting as merely a "puppet" to facilitate the Democratic agenda. He suggests that Democrats might be considering replacing Biden with another Democrat, potentially Gretchen Whitmer, as they prepare for the upcoming electoral challenge against Trump.
Rep. Ronny Jackson, who previously served as the White House doctor, also shared his views on Biden’s capacity to serve effectively. He referenced a report by Special Counsel Robert Hur, which labeled President Biden as "an elderly man with a poor memory."

Rep. Chip Roy expressed his concerns during an interview on the Glenn Show, "Now they saw that the gig was up, that Trump could win. They were hoping they could keep the Manchurian candidate in place. They panicked," Roy stated.
He further emphasized the Democrats' possible strategy, "I think part of this is trying to end-run Kamala with someone they can pass and sell — maybe it’s a Gretchen Whitmer, maybe it’s somebody else — and come in and try to rally them around to come up and beat President Trump."
The political turmoil has caught the attention of not only politicians but also media personalities like Van Jones. Jones, a political commentator from CNN, speculated that a Biden victory in the elections could very well lead to Vice President Harris assuming the presidency shortly.
